Yes and no.
It is, of course, perfectly appropriate - and to a large degree, expected - that your toast will be personal and from the heart.
However, there are two things I'd like for you to consider: when making the toast, it is appropriate to make mention of your relationship to the bride, however, please remember that this
is the COUPLE'S day, and your speech should reflect your wishes for the two of them (your sister and new brother) in the years to come. Second, when making any sort of personal reference,
please try to refrain from any sort of inside jokes that the other guests won't get - it will make them uncomfortable. So while it's appropriate to tease her gently about her shoe
obsession, making a reference to your girls' weekend in Vegas isn't.

i get the joke its saying she wants a man then suspects him of cheating then respects him because he's gone. i don't think its good for a wedding toast though!
